Community Development Block Grants
The City of Thousand Oaks receives an annual entitlement in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD).These federal funds are used for community development projects and public/social services that primarily benefit lower-income households.  For information contact Caroline Milton at (805) 449-2331 or email her at cmilton@toaks.org.

Annual CDBG Needs Assessment (Federal Funds)
The City has scheduled its annual Needs Assessment administrative hearing for the proposed use of future Community Development Block Grant (CDBG) funds from the U.S. Dept. of Housing & Urban Development.  These funds are used for neighborhood improvements and services that primarily benefit lower-income households.  This hearing will be held at 6:00 p.m., Tuesday, January 17, 2012 in the City Hall Board Room (Plaza Level 3) at 2100 Thousand Oaks Boulevard.  The City receives an annual CDBG entitlement grant of approximately $600,000.  For more information, contact Senior Analyst Caroline Milton in the City’s Housing Division at (805) 449-2331 or send e-mail to cmilton@toaks.org.  Please send written comments on the needs of the City’s lower-income households to Caroline Milton by no later than February 1, 2012.

2010-2015 Regional Analysis of Impediments to Fair Housing Choice in Ventura County

PY 2010 CAPER Report

Each year the City prepares a report detailing its expenditures of Federal Community Development Block Grant funds from July 1 of the prior year through June 30 of the current year.  The Program Year (PY) 2010 report provides details on the City's expenditures of $650,934 from July 1, 2010 through June 30, 2011.  The City Council approved the report on September 13, 2011.

2010-2015 Consolidated Plan and 2010-2011 Action Plan

The Consolidated Plan is a long-range, strategic planning tool to be prepared by each local government receiving entitlement funds from the U.S. Department of Housing and Urban Development.  The document describes the needs of predominantly lower-income City residents and proposes activities to address those needs.

The annual Action Plan provides a short-range spending plan to implement long-range Con Plan goals using CDBG and other public and private resources.  The City's 2010-2015 Consolidated Plan and 2010 Action Plan were approved by the City Council on April 27, 2010 and may be viewed by selecting the links below.

    Community Development Block Grant Recovery (CDBG-R) Funds

    In addition to its annual CDBG entitlement in FY 2009-2010, the City received a one-time supplemental grant of $182,881 as part of the American Reinvestment and Recovery Act.  This Community Development Block Grant Recovery (CDBG-R) funding was used to replace 63 roof-mounted air conditioning units and 63 in-unit heaters at the low- and moderate-income housing complex, Bella Vista Apartments, located at 2011-2025 Los Feliz Drive.  The City partnered with local non-profit affordable housing development organization Many Mansions on this housing improvements project.  To view CDBG-R related documents, please click the links below.
